Marble Falls Comprehensive Plan 


Since the 2009 Comprehensive Plan was adopted, the City has seen the development of new public facilities, the new Baylor Scott and White Hospital campus, utility system improvements, Hike and Bike trail system improvements, and changes to the projected population growth. Because the Comprehensive Plan is the principal tool utilized by City leadership to prioritize future projects and improvements, the City of Marble Falls embarked on an update of the Comprehensive Plan, in order to refine community vision based upon public participation. On June 7, 2016 the Marble Falls City Council unanimously adopted the 2015-2016 Comprehensive Plan Update.

The American Planning Association Texas Planning Awards Program recognized the City of Marble Falls for its outstanding contribution to planning. The City was recognized at an awards luncheon held during the annual 2016 APA Texas Conference on November 4, 2016.

Open House on August 13, 2015


The Marble Falls Comprehensive Plan is based on community values and expectations and establishes a foundation concerning long- term growth and physical  development in Marble Falls. Because the plan is based on citizen input and desires, the document  serves as the City’s official statement of policies regarding long-term growth, development, and  redevelopment. City staff, investors, citizens, and Marble Falls’ appointed and elected officials  turn to the Comprehensive Plan to guide their decisions concerning local planning activities. 

The City of Marble Falls awarded the Comprehensive Plan Update Consultant contract to Halff Associates, Inc. on April 21, 2015. 
Various Stakeholder Meetings, a City Council Workshop, an EDC Workshop, and the first Comprehensive Plan Advisory Committee (CPAC) meeting were held from June 1 through June 3, 2015.

A Public Open House was held on August 13, 2015, and had a great turnout with over 80 attendees. Citizens and various elected and appointed board/commission members participated in an open house formatted workshop, which featured several stations covering a wide arrange of topics, such as: transportation, park and trail connectivity, housing needs, community character and aesthetics, tourism, and economic development. City Staff and Halff consultants received valuable insight into the community’s desires and needs. Data analysis from the Open House and the Online Community Survey (available to the public from July through August) was complied by the consultants and summarized during the October 1, 2015 Comprehensive Plan Action Committee meeting. The consultants, using Committee input, then drafted a final draft of the Plan. The Plan was summarized at the Joint Workshop and Public Open House scheduled on April 12, 2016, at which time stakeholder and citizen input was collected for the prioritization of Action items in the Implementation Chapter.

The finalized Comprehensive Plan Update Draft was heard at a public hearing before the Planning and Zoning Commission on May 5, 2016, and was recommended for adoption.The finalized Comprehensive Plan Update Draft was then heard at a public hearing before the Marble Falls City Council on June 7, 2016, and was unanimously adopted.
