[ARCHIVED] Arrest: Arson with Intent to Damage Habitation

On the evening of November 11, 2021, the Veteran’s Affairs Hospital in Temple, Texas notified the Marble Falls Police Department of a possible threat in the area.

An elderly male patient informed hospital staff that he had placed an incendiary device inside his motel room at the Hill Country Inn & Suites of Marble Falls.  The patient gave a detailed description of the device and its location inside his room.  MFPD Officers responded to the Hill Country Inn and observed a partially burned homemade fuse in proximity to materials consistent with a combustible device, as well as multiple firearms and ammunition inside the room.  The Hill Country Inn was immediately evacuated.   The Austin Police Department Bomb Squad responded and secured the scene.  A Hazardous Waste Disposal Team later removed multiple items of combustible material from the room.

Members of MFPD’s Criminal Investigations Division and the Texas State Fire Marshal’s Office conducted a joint investigation into the incident. As a result, Lowry Neuman Vann, 73, of Killeen, Texas was taken into custody for the offense of Arson with Intent to Damage Habitation, a First-Degree Felony.

Questions may be directed to MFPD Captain Trisha Ratlilff at 830.693.3611.
